This Regional Law regulates relations originating in the sphere of environmental protection and is aimed at conservation and rational mamagement of natural rsources and human natural habitat, prevention of hazardous environmental impact, rehabilitation and improvement of environment. It prohibits any economic activity that can have negative environmental impact. In order to control the state of environment shall be carried out environmental monitoring. Nature management shall require payment of environmental fees for the use of natural resources and for negative environmental impact. Ecological education shall be comprehensive and complex. Protected areas shall require particular state protection. Expropriation of land of protected areas shall be prohibited except for cases envisaged by the federal legislation. State, production, municipal and public control shall be applicable in the regional territory.
