This Decree, consisting of 6 Chapters, establishes the Permanent Cabinet for the integrated Management of Environmental Protection, and amends Decree No. 5.289 on the use of Army during emergency situations in order to protect the environment. This Decree aims at establishing norms for the articulation, integration and cooperation between the organs and public entities dealing with the environmental sector, Army, public security organs and intelligence activity coordination agencies, in order to improve the administrative efficiency during rehabilitation, prevention and emergency actions. It establishes composition, duties and responsibilities of the above mentioned Permanent Cabinet, entitled: to establish baselines of the integrated actions to federal organs and entities; to design projects to strengthen the presence of the public power in the area; to plan strategies to implement the established operations; to guarantee the efficient communication between the involved organizations, etc. The Decree is divided as follows: Preliminary provisions (Chap. I); Permanent Cabinet for the integrated Management of Environmental Protection - GGI-MA (Chap. II); Army used to protect the environment (Chap. III); National Defense used to protect the environment (Chap. IV); Final provisions (Chap. V).
