This Ministerial Decree, with a view of improvement of safe management of solid domestic waste, maximum recycling of waste and development of low-waste output technologies, obliges local self-government to perform inventory and registration of all authorized and unauthorized solid domestic garbage dumps located on the national territory and to ensure optimization of collection and disposal of solid domestic waste through public and private partnership.
