This Law establishes legal and economic grounds for purchase of commodities, work and services for meeting the demand of the state and local government. In particular it shall be applicable to purchase of foodstuffs for public needs. Public purchase shall be performed through tenders and in accordance with public purchase contracts concluded with the successful tenderers. This Law shall not be applicable to purchase, lease and other property rights to land. Public purchase shall be managed by the authorized state institution in the sphere of public purchase.
