The Measures aim to regulate the quality supervision, inspection and quarantine administrative licensing, and strengthen the supervision and administration thereof, and protect the legitimate rights and interests of citizens, legal persons and other organizations. The Text consists of 65 articles divided into 6 Chapters: General provisions; Implementing agencies, Implementation procedures; Supervision and administration; Legal liabilities; Supplementary provisions. The quality inspection departments at all levels shall, within the scope of the functions and powers prescribed by laws, regulations and rules and in accordance with the statutory conditions and procedures, implement administrative licensing. Where in conformity with the statutory conditions and standards, the applicant shall have the right to obtain an administrative license according to law.
