The purpose of these Measures is to strengthen the management of central treasury funds for agricultural production disaster prevention and relief, improve efficiency in the use of funds, enhance the capacity of agricultural disaster prevention and relief, and reduce losses caused by agricultural disasters. The Measures consists of 17 articles. The Measures provide for the requirements and rules to be satisfied regarding the allocation, use, management and supervision of the funds. The targets of agricultural disaster relief funds are agricultural producers who carry out the task of agricultural disaster prevention and control, suffer from agricultural disasters and losses caused thereby, including farmers, professional cooperative organizations directly engaged in agricultural production and related enterprises, institutions.
