The purpose of these Measures is to regulate and strengthen the management of financial compensation funds for the use of lower reaches of the Yellow River for flood control. The Measures consist of 22 articles. The Measures provide for the requirements and rules to be satisfied regarding the allocation, use, management and supervision of the funds.
