These Interim Measures are formulated according to the Foreign Trade Law of the People's Republic of China and the Regulations of the People's Republic of China on the Administration of the Import and Export of Goods, aiming to regulate the administration of natural rubber import and establish a fair, equitable and transparent import quota management system. The Text consists of 25 Articles. The State determines the annual import quantity of natural rubber, according to the situation of industrial and agricultural production, and market demand. The State Development Planning Commission shall implement unified management on natural rubber import quotas. The Ministry of Foreign Economic and Trade take charge of the management of the Natural Rubber Import Licenses. The institutions authorized by the State Development Planning Commission is responsible for quota allocation and issuance of natural rubber import quota certificate. Annex I of the Interim Measures gives the List of Authorized Institutions.
