The purpose of these Measures is to strengthen the administration of work safety licenses of coal mining enterprises. The Measures consist of 44 Articles divided into 6 Chapters: General Provisions; Work Safety Conditions; Application and Issuance of Work Safety Licenses; Supervision and Administration on Work Safety Licenses; Penalties; Supplementary Provisions. Chapter 2, 3 provide for the conditions, procedures and requirements to be satisfied for the application, examination, issuance, validation, extention and change of work safety licenses for coal mining enterprises.
