This National Capacity Building Plan for Grain Quality and Safety Inspection and Monitoring (2010 -2015) is a sectoral policy document. The objective of the Plan is to vigorously promote grain quality and safety inspection and monitoring system capacity building. The Plan addresses the following problems: 1) the inspection methods of grain purchase and sale enterprises and grain and oil processing enterprises are weak and it is difficult to perform the main responsibilities of quality and safety inspection. 2) food inspection and monitoring systems have weak inspection capabilities. Most of the sub-provincial food quality inspection and monitoring agencies only have the inspection capacity for routine food quality and quality indicators, and do not have the ability to test all sanitary indicators such as pesticide residues, heavy metals, and mycotoxins. 3) The number of inspection and monitoring agencies is insufficient and their distribution is uneven. 4). insufficient special funds for food quality inspection and monitoring. According to the targets of the Plan, during the “Twelfth Five-Year Plan” period (2010 -2015), 980 inspection and monitoring agencies subordinate to the grain administrative departments at all levels shall be established, and food inspection and monitoring systems covering all provinces (autonomous regions, municipalities directly under the Central Government), cities, major grain-producing counties, and border trade ports shall be established; The capacity of food inspection and monitoring systems shall be significantly improved; Quality inspection ability of 17700 state-owned grain purchase and sale enterprises and 850 large-scale grain and oil products production and processing enterprises shall be enhanced.
