This national plan（2015-2020）has been formulated in order to speed up the pace of standardization construction of animal husbandry in China. Standard animal husbandry runs through the whole process in animal husbandry development. It not only involves the animal varieties and germplasm resources, breeding and management, farming environment, but also relates to the animal products quality, grading, processing, safety; It relates to animal husbandry and aquaculture facilities, but also relates to standardization techniques in the fields of the grass seeds, grass products, grassland construction and ecological protection etc. Therefore, the Plan recognizes that strengthening the standardization construction of animal husbandry, scientifically revising various types of animal husbandry related standards, and regulating the safe production of animal products are the urgent needs for sustainable and healthy development of animal husbandry in China. The Plan further considers the importance of the construction of animal husbandry standard system on raising the level of quality and safety of animal products, improving the quality and safety supervision thereof, and dealing with the international competition. It proposes guiding principles for the building up of the animal husbandry standardization system in the country: 1. governments and the livestock authorities at all levels shall strengthen the government's macro guidance and policy coordination, and vigorously promote the establishment of standard system of animal husbandry; 2. The establishment of standards of animal husbandry shall meet market demands, provide technical support for market access and standardize the market order, and provide services for the implementation of effective market regulation; 3. strengthening the adoption of international standards and advanced foreign work experience, at the same time, making an effort to upgrade advanced domestic technology standards into the international standards, and promote the transfer from the localization of "international standards" to "the internationalization of domestic standards"; 4. strengthening the application of the standards, and improving the level of animal husbandry standardization in China.
