This Law amends the Constitution by adding a new paragraph 70.a related to the introduction and implementation of the principle of the “Right to safe drinking water”. The added paragraph states as follows: everyone has the right to drinking water; water resources are public goods, held by the state administration; water resources will serve for priority and sustainable supply of drinking water (not as market good); supply of drinking water shall be provided by the State through local communities directly and as a non-profit service". The provisions of this Law will be harmonized with the Constitutional Act within eighteen months after its entry into force.
