This Decree, consisting of 10 articles, establishes the State Programme for the Enhancement of Livestock in Mato Grosso do Sul (Proape), aiming at the improvement of: meat- and milk-cattle, swine, poultry, sheep and goat breeding and fish farming. Proape will be under the State Department of Environment, Economic Development, Production and Family Farming (SEMAGRO) and the Secretary of State for Finance (SEFAZ). The objectives of Proape are: I - increase the herds; II - raise the level of quality and productivity of the meat, milk and fish production systems in order to enable these products to be accessed in markets that ensure a higher income; III - increase and diversify the production of quality animals; IV - increase the production of quality leather; V - develop and encourage the markets for quality meat and milk; VI - promote the training of technicians and producers involved in the productive activities of livestock; VII - promote the organization of producers and production; VIII - increase and qualify the labour force of the production, transportation, industrialization and milk trade sectors; IX - stimulate the expansion and exploitation of primary and industrial poultry production; X - encourage strategic actions and projects that promote technological, health, marketing and management development, as well as others that strengthen milk-cattle breeding in the State of Mato Grosso do Sul.
