The purpose of this Act is to advance further development of natural gas enterprises, protect rights and interests of consumers, and ensure the public interest. The Act consists of 72 Articles divided into 8 Chapters: General Provisions (I); Registration and Permission (II); Equipment and Safety (III); Land (IV); Management (V); Supervision (VI); Penalty (VII); Supplementary Provisions (VIII). Enterprises in operation, importers, utility providers, should apply for registration as stipulated in article 4-6. Natural gas utility enterprises should obtain the establishment permits, and gas supply business licenses should be also obtained.
