These Provisions, consisting of 7 Articles, are formulated in accordance with the Energy Management Act. The energy user whose energy consumption meets the level stipulated by the central Competent authority, shall establish its own energy audit system and set objectives for energy conservation and execution which shall be carried out upon approval by the central Competent authority. The annual energy-saving rate should reach more than one percent. In the case of less than one percent and without justification, the central authorities shall not approve the implementation plan.
