These Measures, consisting of 15 Articles, were enacted according to the Animal Protect Act. According to the Animal Protect Act, the central competent authority may specify and declare the breeds of pets subject to compulsory registration with the government. These Measures provide for the procedures and deadline for the registration of pets, neutering incentives, etc.
