The President, with a view of further stimulation of the effective use of rainfed lands, increase the production of walnut, competitive in the domestic and foreign markets, creation of modern plantations and active introduction of scientifically sound methods and intensive technologies for growing walnut on the basis of a broad attraction of foreign investment, decrees to set up the Association of producers and exporters of walnut of the species Juglans regia. The main tasks of the Association shall be set forth as follows: (a) coordinating the implementation of programs adopted to create modern plantations of high-yielding walnut varieties adapted to local natural and climatic conditions, as well as the wide introduction of scientifically substantiated methods of growing walnut; (b) taking measures to increase walnut production in the regions, conducting marketing research to expand sales markets, developing proposals to increase walnut exports; (c) organization of production in laboratory conditions of high-yielding seedlings of walnut with the consideration of its maximum adaptation to the natural and climatic conditions of the regions; (d) carrying out research for the further introduction of the developed innovative technologies into walnut production processes; (e) organization for agronomists, involved in the cultivation of walnut seedlings, special courses to teach the proper conduct of agrotechnical practices on walnut plantations; and (f) assistance to organizations that are members of the Association in obtaining state support by developing proposals for improving the regulatory framework, granting privileges and preferences, attracting foreign investment, including funds from international financial institutions.
