These Measures aim at strengthening the inspection, quarantine, supervision and administration of imported solid waste that can be used as raw materials and protecting the environment. The Measures consist of 78 Articles divided into 8 Chapters: General provisions; Registration of Suppliers; Registration of Consignees; Pre-shipment Inspection; Inspection and Quarantine; Supervision and Administration; Legal Liabilities; Supplementary Provisions. The General Administration of Quality Supervision, Inspection and Quarantine (“AQSIQ”) shall administer the inspection, quarantine, supervision and administration of imported waste to be used as raw materials across the country. Imported waste to be used as raw materials shall comply with the laws and regulations of China, the national environmental protection and control standards and other compulsory requirements of the national technical specifications. The state shall adopt a registration system for foreign suppliers and domestic of imported waste to be used as raw materials. Suppliers and consignees shall obtain registration before entering contracts on foreign trade. A pre-shipment inspection system shall be adopted for the imported waste to be used as raw materials.
