This Regional Decree establishes that state nature biological reserve of regional significance "Shylovsky" shall be constituted with a view of conservation, reproduction and restoration of the population of large ungulate reindeer and moose, as well as rare and endangered species of wild flora and wild fauna valuable in economic and scientific relations, their habitats and maintain an overall ecological balance. On the territory of state nature biological reserve a differentiated regime of special protection is established by functional zones. Allocation of functional zones shall be performed in accordance with local, natural, historical, cultural and social characteristics. Owners and tenants of land plots located within the boundaries of the reserve are obliged to observe the special protection regime established in the nature reserve. On the whole territory of nature reserve shall be prohibited any activity contrasting the scope of nature reserve or damaging natural complexes and components, including: (a) entry, exit and parking of motor vehicles, except for service vehicles; (b) felling of forest species (except for felling for forest fire extinguishment, sanitary felling and felling related to removal dead, fallen and damaged forest stand); (c) exploration of subsoil and mining; (d) construction of buildings, facilities, roads and pipelines, power lines and other communications, with the exception of facilities of the local municipal unit in case of impossibility to allocate them elsewhere; (e) hunting, except for the purpose of regulation of the number of game; (f) capture and hunting of wild fauna species that are not subject to hunting; (g) destruction and damaging mating and nesting grounds of wild fauna species, collection of eggs; (h) application of toxic chemicals, mineral fertilizers, plant protection means and nutrients; (i) release of alien species; (j) drainage, land reclamation and swamp drying; (k) waste disposal; (l) grazing of cattle; (m) ploughing up of the territory except for small areas for application of biotechnical arrangements; and (o) destruction or damaging warning signs and information boards.
