The scope of constituting protected area - state nature biological reserve of regional significance “Tohtay” shall be protection of the places of mass reproduction of important from economic point of view mammals: elk, Siberian stag, roe deer, wintering grounds of elk and Siberian stag, and also spawning grounds of precious salmonid fishes. The reserve shall perform the following tasks: (a) maintenance of optimal conditions for reproduction and migration of wild fauna species, conservation and reproduction of wild fauna species, including wild fauna and wild flora species listed in the Red Book of the Russian Federation and the Red Book of the Krasnoyarsk Territory, as well as those who need special attention to their condition in the natural environment; (b) protection of spawning grounds of coreopsis (Coreopsis) and salmon trout; (c) environmental monitoring of wildlife and scientific research. The following activities shall be prohibited on the territory of state nature biological reserve: (a) industrial fisheries; (b) clear and selective cutting of forest species for the purpose of timber extraction; (c) procurement of soft resin; (d) irrigation and drainage works; (e) geological exploration of subsoil and mining; (f) blasting operations; (g) water logging; (h) procurement of edible non-timber products and medicinal plants except for procurement thereof by citizens for individual personal needs); (i) burning of forest vegetation; (j) littering with household, construction, industrial and other waste and garbage; (k) storage and application of toxic chemicals and other hazardous substances; (l) movement and parking of motor vehicles outside roads of common access (except for service vehicles); (m) construction of buildings and facilities (including linear), road laying; (n) destruction or damaging of barriers, boards and other information displays and indication signs; and (o) any activity contrasting the scope of nature reserve or damaging natural complexes and components.
