These Implementation Rules are enacted in accordance with the Import and Export Commodity Inspection Law and the Measures for the Inspection, Quarantine, Supervision and Administration of Imported Solid Waste That Can Be Used as Raw Materials, aiming to strengthen and standardize the pre-shipment inspection, supervision and administration of imported solid waste that can be used as raw materials. The Implementation Rules consist of 38 articles divided into 5 chapters: General provisions; Pre-shipment Inspection; Records Management; Supervision and Administration; Supplementary Provisions. The General Administration of Customs shall be responsible for the supervision and management of pre-shipment inspection, carries out the record management for pre-shipment inspection institutions, and implements supervision and administration on activities thereof. The General Administration of Customs shall not designate inspection institutions to conduct pre- shipment inspection of imported waste materials. The third party inspection institution shall submit an application for archival filing to the General Administration of Customs before undertaking the pre-shipment inspection business of waste materials. The General Administration of Customs shall carry out risk early warning and quick response management for pre-shipment inspection institutions.
