This Decree, consisting of 11 articles, creates the State Programme for the Regularization of Wells aimed at Groundwater Catchment with the objective of supporting water users to regularize groundwater use. The objectives of the Programme are: reduce the historical liabilities of irregular abstractions, favouring the management of the availability and quality of groundwater resources; promote the respect for environmental and water resources legislation; assist in the preservation and recovery of water resources through: technical support to users, through the organization and optimization of studies and technical works, formerly under the responsibility of users and necessary for the process of regularization of wells; and financing, including aid assistance to regularization actions.
