This Governmental Decree establishes the procedure of state quarantine phytosanitary inspection at border crossing point of the Russian Federation. The state control shall be performed in check points concerning the commodities included in the list of regulated products (regulated cargoes, regulated materials, regulated commodities), subject to quarantine phytosanitary control (supervision) at customs border of the Eurasian Economic Union and customs territory of the Eurasian Economic Union, validated by the decision of the Commission of the Customs union. The state control shall be performed by Federal Service on Veterinary and Phytosanitary Supervision and its territorial bodies, and also by customs bodies concerning carrying out of check of documents on regulated products in check points. The state control in check points is carried out with a view of check of conformity of regulated products to phytosanitary requirements of the state -member of the Eurasian Economic Union, on the territory of which the place of completion of customs clearance is located. In the process of import on customs territory of the Eurasian Economic Union of regulated products the carrier or the person acting on its behalf submits to customs authority together with the documents provided by the Customs code of the Customs union, the following documents: (a) commercial and transport documents on imported lot of regulated products; (b) phytosanitary certificate on imported lot of regulated products (if necessary with transfer) - in case of import of lot of regulated products of high phytosanitary risk; and (c) authorization for import of quarantine objects for research purposes.
