This Decree, consisting of 71 articles divided into four Titles and 14 Annexes, regulates the Code of Sanitary Surveillance, Surveillance on Zoonoses, Agricultural and Livestock Inspection approved by Complementary Law No. 197 of 27 December 2018, dealing with sanitary licensing and inspection procedures. This Decree provides for the Administrative Regulation of the above mentioned matters within the Municipality of Rio de Janeiro, created by Complementary Law No. 197 of 27 December 2018. Sanitary actions are governed by the following foundations and guidelines established by Complementary Law 197, on animal health and agricultural control. The sanitary licensing, under the terms of the Law 197, will be granted by the competent municipal sanitary body, constitutes an essential requirement for the operation of establishments to this subject and will not imply in: recognition of rights and obligations concerning legal relations under private law; regular compliance with administrative or tax obligations; recognition of regularity regarding any rules applicable to its operation, especially conditions of building, installation of equipment, environmental protection, fire prevention, public safety and the exercise of professions.
