Regional target program "Development of cooperation in the Lipetsk region for 2013-2020" is a multisectoral regional policy document. The goal of the Program shall be enhancing the role of cooperation in development of production relations. The objectives of the Program shall be as follows: (a) creating conditions for the development of cooperation and logistics infrastructure for the processing of agricultural commodities and marketing operations; (b) complex development of agricultural consumer cooperatives; and (c) the formation of a multi-level system of cooperative management. There are currently problems that hinder development cooperation: (a) low level of income of small businesses of rural economy for ensuring start-up budget for setting up and operation of agricultural credit cooperatives; (b) absence of cooperative processing and logistics enterprises, which does not allow to close and link cooperative production chains, and to fill in free niches; and (c) underdevelopment of the multi-level vertical management of cooperatives. Regional target program "Development of cooperation in the Lipetsk region for 2013-2020" is aimed at overcoming the aforesaid problems. The Program will contribute to: (a) the establishment of cooperative enterprises in the field of processing and marketing of agricultural commodities produced by farms and subsidiary smallholdings; (b) improvement of the financial stability of cooperatives, formation of integrated system of cooperative movement with a view of having a positive impact on the price environment of the consumer market. Social efficiency of the Program will consist in consolidation of small forms of farming in rural areas in order to protect their economic and social interests, involvement of the rural population in the agrarian economy, and improvement of the quality of life and living standards of the rural population.
