These Detailed Rules are enacted in accordance with the Interim Measures for the Administration of Import Tariff Quotas of Agricultural Products. The Rules make provisions for: the annual quantities of the grain subject to the administration of import tariff quotas permitted to enter the market and the categories thereof; application conditions; application materials; allocation principles; etc. Enterprises that forge, alter or trade in the certificate of import tariff quota of agricultural products shall be investigated for criminal responsibility in accordance with the relevant laws and regulations, and their applications for import tariff quota of grain shall not be accepted within two years.
