These Measures are enacted to regulate the administrative reconsideration on human resources and social security. The Measures consist of 59 Articles divided into 6 chapters: General provisions; Scope of administrative reconsideration; Application for administrative reconsideration; Acceptance of administrative reconsideration; Trial and decision of administrative reconsideration; Supplementary provisions. These Measures shall apply when any citizen, legal person or any other organization deems that any specific administrative act undertaken by an any human resources and social security department has infringed upon his/its legitimate rights and interests and applies for administrative reconsideration to the human resources and social security administrative department, and the human resources and social security administrative department and its legislative affairs office carry out the relevant administrative reconsideration work. The human resources and social security administrative departments at all levels are human resources and social security administrative reconsideration organs. Administrative reconsideration organs responsible for legal affairs shall, in accordance with the relevant provisions, be equipped with full-time administrative reconsideration personnel, and provide financial guarantee for the administrative reconsideration work.
