This National Innovation-Driven Development Strategy Outline is a cross-sectoral policy document covering the period of 2016-2050. The Policy proposed a "three-step" strategic target. The first step, by 2020, China will become an innovative country, creating more optimized environment for innovation, making more complete policies and regulations encouraging innovation, more strict intellectual property protection, to create the value-oriented culture of advocating the innovation and entrepreneurship. The second step, by 2030, China will become the forefront of innovation-oriented country. The third step, by 2050, China will build the world's scientific and technological innovation powerhouse. The Policy proposes the technological development directions of 9 key areas, including modern agriculture, information, intelligent manufacturing, modern energy, ecological and environmental protection, ocean and space, new urbanization, population health, modern service industry. It requests to actively participate in the formulation of major international scientific and technological cooperation rules, so as to jointly respond to global challenges such as food security, energy security, environmental pollution, climate change, and public health. The Policy seeks to contribute to food security, sustainable development of agriculture, and enabling more inclusive and efficient agricultural and food systems. One of key tasks is to develop ecological, green, efficient and safe modern agricultural technology to ensure food safety and food safety. It calls for: transform the agricultural development mode, break through the bottleneck constraint of land and water shortage, and take the path of modern agricultural development with high output, product safety, resource conservation, and environment friendly; systemically strengthen the research and development of animal and plant breeding and high-end agricultural equipment, popularize technologies such as high-yield crops and low- and medium-yield farms on a large scale, in-depth research and development of water-saving agriculture, organic agriculture and biological fertilizers, and develop standardized and large-scale modern aquaculture technology to promote agricultural quality and efficiency and sustainable development; promote low-cost technologies and models for the prevention and control of agricultural non-point source pollution and heavy metal pollution, and develop food safety assurance technologies and quality safety control technologies for the entire sectoal chain and safety traceability technology to build a food safety technology system covering a safe environment, clean production, and ecological storage and transportation. Accelerating the construction of IP power is also an important measure to be taken. The Policy proposes to deepen reform in the field of intellectual property, improve IPR creation, utilization, protection and management capabilities, promote commercialization of innovation and enhance basic security role of the IP system in innovation.
