This Act lays down the rules for establishing and providing infrastructure for spatial information in the Republic of Slovenia. The infrastructure for spatial information shall include metadata, spatial data (any data with a direct or indirect reference to a specific location or geographical area) sets and services, network services and technologies, agreements on sharing of spatial data sets and services, access to them and their use, and mechanisms and procedures for coordination and monitoring compliance with this Act. Spatial data for which this Act shall apply shall refer to the following topics: coordinate reference systems; geographical grid systems; geographical names; administrative units; addresses; cadastral parcels; transport networks; hydrography; protected sites; digital elevation model; land cover; orthoimagery; geology; statistical units; buildings; soil; actual and planned land use; human health and safety; utility and public services; environmental monitoring facilities; production and industrial facilities; agricultural and aquaculture facilities; population distribution-demography; area management/restriction/regulation zones and reporting units; natural accidents risk zones; atmospheric conditions; meteorological geographical features; oceanographic geographical features; sea regions; bio-geographical regions; habitats and biotopes; species distribution; energy resources; mineral resources. The Act establishes a mandatory governance structure and technical framework to ensure interoperability and seamless data sharing across public authorities. It designates a national contact point—the Surveying and Mapping Authority of the Republic of Slovenia (GURS)—to manage the national spatial information geoportal and oversee a centralized metadata information system. Data managers and public custodians are legally obligated to create, maintain, and regularly update standardized metadata in digital formats (compliant with ISO and EU profiles). This mechanism enables automated integration, cross-border compatibility, and direct linkage to the Community-level European INSPIRE Geoportal. Furthermore, the Act regulates network services—including discovery, view, download, transformation, and invoke services—requiring them to be publicly accessible, user-friendly, and interoperable. It sets out binding conditions for data sharing between public sector bodies for public tasks, as well as access rights for the general public, while providing specific statutory exceptions to protect public safety, defense, intellectual property, and personal data privacy.
