Regional state program “Development of fisheries complex” is a regional multi-sectoral policy document aimed at increasing the competitiveness, economic efficiency of the production of fish products as a result of construction, reconstruction, technical re-equipment and modernization of fish processing facilities by preserving and increasing the resource base of fishing, increasing the volume of cultivation of marketable fish, rational use of aquatic biological resources in the Astrakhan region. Regional state program defines the goal, objectives and main activities of the regional fishery complex, financial support and mechanisms for the implementation of the envisaged activities, as well as indicators of their effectiveness and is developed on the basis of new analysis of the current socio-economic situation in the fishery sphere, features, main problems and prerequisites for their solution. Regional state program is a complex of social economic, organizational and other activities, and also projects agreed on terms, resources, planned for implementation by the regional Agency for Fisheries and Fish Farming and providing an effective solution to problems in the field of investment development of the regional fishery complex. The main objectives of the regional fishery complex shall be: (a) stock enhancement of fish stocks; (b) commercial fishfarming; and (c) commercial fishing and fish processing. Priorities of the development of fisheries complex shall be: (a) introduction of innovative technologies; (b) conservation, reproduction and rational management of aquatic biological resources, development of aquaculture; and (c) ensuring competitiveness and expanding the range of fish products manufactured by the regional fishery complex. Implementation of the regional state program “Development of fisheries complex” will permit to achieve high development indices of the fishery complex, including: (a) increase in the volume of fish products; (b) increase of the production volume of fishfarming; (c) increase in commercial stocks of valuable fish species; (d) increase of amount of business of fishing and fishfarming enterprises; (e) increase of the share of fish and fish products in relation to caught and cultivated fishes; (f) increase of the share of commercial fishfarming; and (g) change of valuable commercial fish stocks.
