These Provisions, consisting of 20 Articles, are developed for the purpose of enhancing the water and soil conservation in the development and construction of the regions connecting Shanxi Province, Shaanxi Province and Inner Mongolia Autonomous Region, promoting the economic construction of the regions, and protecting the ecological environment. The Measures consist of 35 Articles divided into 6 Chapers: General provisions; Planning and construction; Applification and identification; Operation management; Supervision and management; Supplementary provisions. The regions connecting Shan, Shaan and Inner Mongolia which are mentioned in these Provisions refer to Hequ County, Baode County and Pianguan County of Shanxi Province, Shenmu County, Fugu County and Yulin County of Shaanxi Province, and Jungar Banner, Ejin Horo Banner, Dalad Banner and Dongsheng City of Inner Mongolia Autonomous Region. All the entities and individuals which engage in the mining, road construction, power plant construction, brick and tile production and other production and construction activities in these regions shall comply with these Provisions. Land planning and water and soil conservation planning shall be strengthened. The prevention and control of soil erosion shall be an important part of land planning. In carrying out capital construction, industrial and mining enterprises must pay attention to water and soil conservation and prevent water and soil erosion.
