This Strategic Plan for the period 2020-2023 is a multilateral document aiming at achieving the emergence of an integrated Africa, improved development results, and enhanced quality of life for all Africans by delivering innovative solutions and assistance to MS and regional bodies that capacitate them to effectively respond to development needs at country and regional levels. The Plan is an urgent and concerted action to show development results in the implementation of Africa’s Agenda 2063 – The Africa We Want. The Vision at the basis of the Plan is that priority programs and projects of Agenda 2063 and the development strategies of AU Member States (MS) and Regional Economic Communities (RECs) be planned, developed, and implemented in an intersectoral manner that leads to economic integration. To this end, AUDA-NEPAD interventions will contribute to (i) the integration of Africa’s economies; (ii) building and strengthening effective institutions and skills in the public sector for the implementation of policies, frameworks, programs, and projects; (iii) promoting sustainable growth and development; and improve the overall quality of life. The objectives of the Plan concern two main strategic areas (1) programmatic interventions, which include intersectoral programs and projects, partnerships, financial and technical resources mobilization, and knowledge-based advisory services; (2) organizational excellence - effectiveness, efficiency, and responsiveness - to support Africa’s development, implement AU priority programs and projects and provide an AU development management platform. The following priority areas will be targeted (i) economic integration; (ii) human and institutional development; (iii) food systems and empowerment of rural communities; (iv) sustainable energy; (v) climate resilience, environment, and natural resources management; (vi) science, technology, and innovation; (vii) institutional enhancement. To improve the production, the Plan suggests the following actions (i) practice smart agriculture and more sustainable forms of production; (ii) localize food systems, change market systems that do not give adequate value to poor farmers and producers, and provide additional resources for research and development to step up the application of science, technology and innovation in the food and agriculture sector. In the field of food security and safety, the document aims to (i) stimulate demand for intra-African food imports and improve export sophistication across the continent by enabling more countries to integrate regional and global value chains, and consequently increase the quality of exports; (ii) build sustainable and healthy food and nutrition systems and culture; (iii) promote food safety and waste management; (iv) provide for renewed efforts to enhance food systems through the indigenization of such systems. To protect the environment, it is necessary (i) waste reduction in the value chain; (ii) easier access to affordable and sustainable energy; (iii) disaster risk and recovery management; (iv) exploitation of the potential in solar off-grid and mini-grid solutions that can deliver clean energy access; (v) development of clean energy cooking options; (vi) promotion of climate resilience and sustainable management of natural resources; (vii) building capacity for resilience, adaptation and mitigation. To achieve an inclusive economic and social growth, main needed interventions are (i) uplift the welfare of Africans and strengthen effectiveness and capability of institutions; (ii) invest in human development to create a healthy and productive economy workforce; (iii) support emerging farmers to gain fair and equitable access to markets; (iv) promote smart rural communities and infrastructure; (v) create centers of excellence in food and agriculture science; (vi) advance African economies scientifically and technologically, intensify generation and application of knowledge and innovation; (vii) develop climate resilience and sustainable environmental and natural resources management practices to reinforce poverty eradication and sustainable economic growth and development.
