The Act provides for the registration of land and for related matters. Part 1 disciplines the Land Registry and the role of the commissioner. Furthermore the Part clarifies the powers of person entitled to be registered as owner of any registered land, and the right and form of transferring the land (schedule 4). The Part then focuses on burdens affecting registered land, distinguishing among burdens without registration, burden that might be registered and money burdens.
