This National Wetland Conservation Plan (2022-2030) is a sectoral policy document, aiming to increase its wetland protection rate to 55 percent by 2025, while increasing the number of wetlands of international importance and national importance by 20 and 50, respectively. By 2030, China is expected to have significantly improved ecosystem functioning and biodiversity of wetlands, and to have become a key participant, contributor and leader in global wetland protection and restoration, according to the Plan. Based on the current situation of China's wetland resources, the Plan sets up the overall requirements, spatial layout and key tasks of China's wetland protection. It proposes that by 2025, the national wetland reserve will be generally stable, the wetland protection rate will reach 55%, and degraded wetlands will be scientifically restored. The scale of mangroves will increase and the mangroves quality will be improved, the legal system of wetland protection, the level of wetland monitoring and supervision capabilities, and the quality and stability of wetland ecosystems will be improved. By 2030, a new pattern of high-quality development of wetland protection will be preliminarily established, comprehensive service functions of wetland ecosystems will be enhanced, carbon sequestration capacity will be improved, and the level of legalization of wetland protection will continue to improve. According to the National Master Plan for Major Projects for the Protection and Restoration of Important Ecosystems (2021-2035) and its special plans, this Plan takes the "three areas and four belts" as the overall layout, which include:(1)Ecological barrier area on the Qinghai-Tibet Plateau,(2)key ecological area of the Yellow River,(3)key ecological area of the Yangtze River,(4)Northeast forest area,(5) Northern sand belt, (6)Southern hilly and mountainous area,(7)coastal area. Based on the situation of wetland protection and management in China, six key tasks are put forward, including the implementation of total wetland area control, the implementation of wetland classification management system, the implementation of protection and restoration projects, the strengthening of monitoring and supervision of wetland resources, the strengthening of scientific and technological support, and the deep participation in international affairs of wetland protection, as well as 16 specific tasks, including promulgating policies related to important national wetlands, implementing 30 wetland protection and restoration projects, conducting special surveys on national wetland resources, and improving the wetland standard system.
