These Measures are formulated to establish a minimum living guarantee system in rural areas, ensure the basic living of rural families in difficulties, and promote the harmonious development of rural society. The Measures consist of 7 Chapters: General provisions; Conditions for enjoying rural minimum living security benefits; Approval of rural minimum living security benefits; Raising and distributing rural minimum living security funds; Supervision and administration; Legal liabilities; Supplementary provisions. Township people's governments or street offices, as well as civil affairs departments of county-level people's governments, shall establish an annual review system for rural minimum living security recipients.
