The Plan specifies the main goals and key tasks for comprehensive water environment management. The main goals are: by 2025, a relatively complete urban water pollution prevention and control system will be basically formed, and the centralized collection rate of urban domestic sewage will strive to reach over 70%, and the black and odorous water bodies in cities will be basically eliminated. The water quality compliance rate of important rivers and lakes water function zones will continue to be improved, the water environment quality of key river basins will continue to be improved, and the seriously polluted water bodies will be basically eliminated, effectively supporting the implementation of major regional strategies such as the coordinated development of Beijing Tianjin Hebei, the development of the Yangtze River Economic Belt, the construction of the Guangdong Hong Kong Macao Bay Area, the integrated development of the Yangtze River Delta, the ecological protection and high-quality development of the Yellow River basin. The proportion of urban centralized drinking water sources reaching or better than Class III will be not less than 93%. The Plan seeks to focuse on important lakes protection and governance. The Plan proposes: 1. to coordinate pollution prevention and green development through effectively reducing the pollution load into the lakes, optimizing and enhancing the ecological pollution reduction functions, strengthening water resource conservation and intensive utilization, and promoting green development of industries; 2. to establish and improve institutional mechanisms by exploring the establishment of an ecological compensation mechanism and establishing a supervision and evaluation system for the governance of important lake systems. The Plan also seeks to promote comprehensive management of major rivers. Key tasks include: 1. Protect and restore the ecological environment of the Yangtze River by promoting coordinated governance of the upper, middle, and lower reaches of the Yangtze River, rivers, lakes, reservoirs, left and right banks, and main and tributaries; 2. Coordinate the promotion of ecological protection in the Yellow River Basin, and strengthen the management of the ecological environment in the main and tributaries as well as the hinterland of the basin; 3. Promote the construction of urban sewage and waste collection and treatment facilities; 4.
