ASEAN Multisectoral Framework for climate change: agriculture and forestry towards food and nutrition security and achievement of SDGs.

The ASEAN Multisectoral Framework for climate change lays down a set of strategic interventions consisting of strategic thrusts and actions based on proven and promising approaches that address climate change-related issues and in the food, agriculture, and forestry (FAF) sectors. This integrated framework is based on the following concepts: (i) governance and institutional mechanisms; (ii) food and nutrition security; (iii) livelihoods and asset building; (iv) landscapes, ecosystems and well-being; and (v) climate change vulnerability, resilience, adaptation and mitigation. The ASEAN Multi-Sectoral Framework for Climate Change proposes 8 strategic thrusts to enhance food and nutrition security and achieve Sustainable Development Goals (SDGs) in the face of climate change. Cross-sectoral, collaborative, inclusive approaches and mechanisms to addressing climate-related challenges and opportunities into regional, national, and local policies, programs, plans and investments to contribute to food security and SDGs will be mainstreamed. The legal frameworks will be strengthened to support climate change initiatives across various sectors for food security and SDGs. The institutions and systems will be developed for implementing and monitoring inclusive, gender-sensitive, and rights-based climate policies. The participation of stakeholders will be promoted through participatory processes and partnerships, including private sector involvement and climate champions. Transparent systems will be established to track and assess the impact of climate policies on food security and SDG achievements. The scientific foundation with local knowledge on climate change and food security will be strengthened to improve decision-making at various levels with the participation of civil society and the private sectors. The funding for research and development will be increased to improve climate resilience in agriculture, land use, and fisheries. Innovative pilot projects will be implemented in vulnerable areas to test climate-smart practices for potential broader application. The achievement of Nationally Determined Contributions (NDCs) will be mainstreamed in the agriculture and forestry sectors by establishing national level databases based on common standards, implementing long-term low carbon emission strategies, mobilizing financial support for NDC implementation, and instituting an effective monitoring, evaluation system and reporting system of NDC performance in the agriculture and forestry sectors. Integrated climate change mitigation and adaptation responses will be advanced through landscape approaches to safeguard food and nutrition security, promote sustainable livelihoods, and improve climate resiliency especially among poor farmers and other vulnerable groups. The adoption of appropriate climate-smart technologies, including indigenous practices for agriculture, fisheries and forestry that are suitable for landscape approaches, will be promoted. Existing good and innovative practices, such as agroforestry, climate-smart agriculture, integrated watershed/coastal resources management, ridge to reef approaches, etc., and traditional knowledge and practices will be upscaled. Ecosystem-based adaptation and sound climate mitigation strategies, such as the REDD+ initiative and other related mechanisms, will be incorporated into the planning and development of land use by employing landscape strategies. The framework gives emphasis on smallholder farmers, artisanal fishers, indigenous people, and other vulnerable groups and providing responsive strategies to enhance their resilience. To enhance food and nutrition security and promote sustainable development within the framework of climate change, a thorough capacity-building initiative for institutions at local, national, and regional levels will be launched. Mechanisms for managing knowledge will be strengthened to protect food and nutrition security against the backdrop of a shifting climate. Furthermore, national and regional discussions, as well as collaborative efforts, will be amplified to consolidate and disseminate insights and strategies regarding the influence of climate change on sectors such as agriculture, fisheries, livestock, and forestry, all in support of food and nutrition security and sustainable growth. Additionally, ASEAN will collectively advocate for shared interests concerning climate change and food security on the global stage. Furthermore, the Framework focuses on securing financial support for climate change initiatives that enhance food and nutritional security and sustainable development. It sets out actions to ensure adequate financial resources for addressing climate change impacts on food security.
