Goals of the Regional State Program: creating conditions for sustainable and balanced development of the environmental complex, ensuring compliance with environmental legislation and sustainable use of the region’s natural resources. Objectives of the Regional State Program: (a) increasing the geological knowledge of the regional territory, obtaining geological information; (b) monitoring and protection of the environment, elimination of accumulated environmental damage; (c) providing engineering protection structures for settlements exposed to the negative effects of water, increasing the operational reliability of hydraulic structures, ensuring the efficient use of water resources; (d) improving the quality of provision of public services and the execution of government functions in the sphere of established powers; (e) ensuring effective protection, guardianship, reproduction of forests in all areas, including cut down and dead forest plantations, as well as rational multi-purpose and sustainable use of forests while maintaining their ecological functions and biological diversity; and (f) creation of optimal conditions for the conservation, restoration and increase in the number of fauna. Target indicators of the Regional State Program: (a) number of environmental objects at which monitoring measures were carried out; (b) number of environmental education events carried out; (c) number of participants in environmental events; (d) the number of liquidated objects of accumulated environmental harm (ecological damage); (e) the number of hydraulic structures with an unsatisfactory and dangerous level of safety, brought to a safe technical condition as a result of major repairs; (f) the length of new and reconstructed engineering protection and bank protection structures; (g) the share of the population living in areas exposed to the negative impact of water, protected as a result of measures to increase protection from the negative impact of water, in the total population living in such areas; (h) the number of areas of surface waterbodies where work (non-major) has been carried out to prevent the negative impact of water and eliminate its consequences; (i) the number of public services provided by the regional Ministry of Natural Resources; (j) the length of sections of river channels where work has been carried out to optimize their throughput; (k) the share of established (marked on land management maps) water protection zones of waterbodies in the length of the coastline, requiring the establishment of water protection zones (sections of waterbodies experiencing anthropogenic impact); (l) the number of events carried out related to the popularization of the region’s natural resources; (m) forest cover of the regional territory; (n) the share of the area of forest fund land transferred for use in the total area of forest fund lands; (o) the ratio of the area of reforestation and afforestation to the area of cut down and dead forest plantations; (p) the volume of payments to the budget system of the Russian Federation from the use of forests located on forest fund land, per 1 hectare of forest fund land; (q) the ratio of the actual volume of timber extraction to the established permissible volume of timber removal; (r) the share of forest fires extinguished within the first 24 hours from the moment of detection in the total number of forest fires; (s) the share of the area of dead and damaged forest plantations, taking into account the measures taken to protect the forest, in the total area of forest fund land under forest plantations; (t) dynamics of preventing violations of forest legislation that cause harm to forests, relative to the level of violations of the previous year; (u) the number of activities carried out to implement federal state hunting supervision; (v) the share of persons brought to justice for violations of legislation in the field of hunting and conservation of hunting resources to the total number of cases initiated on administrative offenses in the field of hunting and conservation of hunting resources; (w) number of issued permits for the extraction of hunting resources; and (x) number of auctions held for the right to conclude hunting agreements.
