This Montenegro National strategy for the transposition, implementation and application of the acquis of the EU in environment and climate change with Action Plan for the period from the year 2016 until the year 2020 was adopted to achieve a gradual and full transposition of the entire EU acquis for chapter 27 - Environment and climate change in the legal system of Montenegro. In November 2013 based on the Report from the analytical review (screening) of the European Commission, the Council decided that Montenegro must meet the initial criterion for opening negotiations with the EU on Chapter 27 (Environment and change climate). The first part of the document is the strategic part and it defines Montenegro's strategic approach to the harmonization process with the EU in Chapter 27 for all ten sub-sectors of that chapter. This part is prepared on the basis of detailed analysis of legal, institutional and economic/financial deficiencies that clearly showed the current situation in terms of transposition, implementation and enforcement of the acquis of the EU. From that starting point, the first part defines the measures that Montenegro will undertake in order to achieve full compliance with the legal acquis of the EU. Defined measures are related to transposition, strengthening of administrative capacities and better organization of relevant institutions responsible for environment and climate sectors and related practices. The second part of the document is an economic and financial analysis containing an estimate of total costs adjustments, limitations of financial affordability and necessary financial resources. The third part of this document, which is actually the Action Plan, contains an overview of the activities that enable the Government of Montenegro to fulfill obligations in the process of European integration in a planned and proactive way, through achievement of clearly defined goals.
