This annual report, China's Policies and Actions for Addressing Climate Change (2012), has been issued to comprehensively introduce the major policy measures taken by China to mitigate and adapt to climate change. The Report is divided into seven parts, including mitigating climate change, adapting to climate change, conducting low-carbon development pilot projects, strengthening capacity building, broad participation of the whole society, active participation in international negotiations, and strengthening international exchanges and cooperation. According to the report, China has taken measures to mitigate climate change by adjusting its industrial structure, improving energy efficiency through energy conservation, optimizing its energy structure, and increasing carbon sinks. China has also taken measures to adapt to climate change in the fields of agriculture, forestry and ecosystems, water resources, oceans, health, meteorology, and disaster reduction and prevention systems. The report points out that the Chinese government attaches great importance to the issue of climate change. Coping with climate change has been officially included as an important content in the medium and long-term planning of national economic and social development. The Twelfth Five Year Plan for China's National Economic and Social Development, which was approved by the National People's Congress in 2011, reduced energy consumption per unit of GDP by 16%, carbon dioxide emissions per unit of GDP by 17%, and the proportion of non fossil energy in primary energy consumption by 11.4% as binding indicators. In addition, the report emphasizes that China will continue to play an active and constructive role in international climate change negotiations, promoting positive outcomes at the Durban Conference and making important contributions to addressing global climate change.
