This action plan aims to address the unique vulnerabilities of the Lakshadweep Islands which is a geographically isolated archipelago with fragile ecosystems, and highly susceptible to climate change impacts such as sea-level rise, coral reef degradation, and freshwater scarcity. In alignment with India's National Action Plan on Climate Change (NAPCC), this action plan outlines strategies to enhance climate resilience and sustainable development while addressing socio-economic challenges like limited infrastructure, high unemployment, and over-dependence on the mainland for resources. The plan integrates ongoing developmental programs with climate adaptation and mitigation measures. The action plan emphasizes strategies across critical sectors, including agriculture, fisheries, water management, energy, and disaster resilience. For agriculture, it promotes sustainable practices like intercropping, coconut diversification, and livestock improvements. In fisheries, sustainable yield assessments and modern technologies like doppler radar are proposed. Water resource strategies include desalination plants, rainwater harvesting, and groundwater management. Renewable energy adoption is prioritized to reduce dependency on diesel generators, alongside promoting solar, wind, and biomass energy. Disaster resilience includes constructing cyclone shelters, early warning systems, and Integrated Coastal Zone Management Plans to protect against erosion and storm surges. A participatory approach was adopted in formulating the action plan, involving consultations with stakeholders, local communities, and technical experts. Institutional frameworks such as the State Steering Committee and Advisory Board have been established to guide implementation, monitoring, and evaluation. The action plan highlights the importance of capacity building, public awareness, and governance improvements to ensure effective execution. Additionally, it integrates sectoral targets and aligns them with national missions under the NAPCC.
