This Regulation lays down the procedures and principles regarding the establishment, monitoring and documentation of the water efficiency system and the preparation of provincial plans. The general principles for the protection and efficient use of water resources are as follows: (i) compliance with sector-based water efficiency targets included in the Water efficiency Strategy Document and Action Plan in the framework of adaptation to the changing climate; (ii) sectoral planning appropriate to the usable water situation; (iii) recording water usage with measurement and monitoring systems; (iv) using techniques and technologies that provide water efficiency in all sectors; (v) compatibility of water efficiency provincial plans with basin-scale plans; (vi) ensuring sustainable water management; (vii) using non-traditional water resources; (viii) establishing, developing, disseminating, effectively implementing and ensuring sustainability of water efficiency systems; and (ix) building awareness and consciousness on water efficiency, encouraging sensitive attitudes, behaviors and practices for efficient use of water. Those included in Annex-1, such as municipalities, shall establish their water efficiency systems within the specified timetable in accordance with the procedures and principles determined by the Ministry. The stages to be followed for the establishment and implementation of the water efficiency system are as follows: (a) ensuring the assignment of a sufficient number of personnel appropriate to the nature and size of the activity; (b) preparing a plan for ensuring water efficiency, (c) carrying out training/awareness-raising activities on water efficiency; and (d) implementation, monitoring and reporting of water efficiency plans. The water efficiency certificate is issued in three levels: blue, green and turquoise. A blue water efficiency certificate shall be given to those who establish a water efficiency system within the scope of Annex-1. Activities based on the NACE code (industry standard classification system used in the European Union) in Annex-2 are obliged to apply for a green water efficiency certificate within a maximum of five years. The turquoise water efficiency certificate is obtained on a voluntary basis.
