Law on climate change.

This Law establishes a comprehensive legal framework to address climate change at the national level. Its purpose is to define the duties and responsibilities of state authorities in mitigating the effects of climate change, coordinating and monitoring results, and fulfilling Kosovo’s obligations under international agreements such as the Paris Agreement and relevant EU regulations. The law applies broadly across all sectors whose activities impact climate change, including energy, industry, agriculture, and transport. the law sets out national objectives such as reducing greenhouse gas emissions, increasing adaptive capacity, conserving natural absorbers, and promoting sustainable economic development. It establishes key principles—precaution, efficiency, integration, sustainable development, and cooperation—and creates institutional structures like the National Council for Climate Change and a Scientific Advisory Board. These bodies are tasked with coordinating policy, monitoring progress, and ensuring compliance with both national and international climate commitments. The law also mandates the integration of climate change considerations into sectoral strategies and requires regular monitoring, reporting, and verification of greenhouse gas emissions. the law details specific measures for various sectors, such as promoting renewable energy, improving energy efficiency, preventing deforestation, and encouraging sustainable land use. It outlines mechanisms for technology transfer, private sector involvement, and access to national and international climate finance. The law also emphasizes capacity building, education, public awareness, and participation, ensuring that all stakeholders—including government, private sector, academia, and the public—are engaged in climate action. Enforcement provisions include inspection, supervision, and penalties for non-compliance.
