This Recommendation introduces preliminary transitional management measures for the exploitation of piked dogfish in the Black Sea (GSA 29), aligning with the precautionary approach and awaiting comprehensive scientific guidance from the Working Group on the Black Sea (WGBS). It also sets up a research program for piked dogfish in the Black Sea to enhance information, scientific monitoring, research, and data collection on the stock, ultimately strengthening scientific advice for the second phase of the measures. The transitional management measures for piked dogfish fisheries aim to set the stage for future adaptive management within a comprehensive multiannual plan. This plan will work to restore the stock, minimize the risk of further decline, and create a path toward sustainable long-term yields in line with maximum sustainable yield (MSY). This Recommendation requires the contracting parties and cooperating non-contracting parties whose vessels are fishing for piked dogfish in the Black Sea to implement such transitional management measures for the fisheries concerned as established by this recommendation and in accordance with its general and specific objectives. The transitional management measures will also aim to reduce illegal, unreported, and unregulated (IUU) fishing in GSA 29 while enhancing monitoring, control, and surveillance (MCS) efforts. This Recommendation incorporates the measures established by Recommendation GFCM/39/2015/4 to enhance their effectiveness. This recommendation promotes the fishing sector's involvement in piked dogfish fisheries and trade in the Black Sea through a participatory management approach. In 2022, CPCs will run awareness campaigns under BlackSea4Fish coordination and report to the WGBS in 2023.
