This Taiwan’s Second Phase Greenhouse Gas Emission Reduction Action Plan (2021–2025) sets a goal of reducing net greenhouse gas (GHG) emissions to 241.011 million metric tons CO₂e by 2025, representing a 10% reduction from 2005 levels. For the 2021–2025 period, the total cumulative emission cap is set at 1,400.284 MtCO₂e, distributed across six sectors: Energy (182.504 MtCO₂e), Manufacturing (753.454), Transportation (181.626), Residential/Commercial Buiding (241.331), Agriculture (27.814), and Environment (13.555). Each sector has its own quantitative goals; for example, agriculture aims to increase organic farming to 22,500 hectares, maintain 2.5 million livestock under biogas systems, and afforest 6,600 hectares. To meet these targets, the Plan outlines sector-specific strategies: shifting energy toward renewables and improving efficiency; supporting low-carbon industrial transformation; expanding public and electric transportation; promoting green building standards and low-carbon urban living; advancing sustainable agriculture and forestry; and enhancing wastewater treatment. These strategies are reinforced by cross-cutting measures including carbon pricing, green finance, climate education, regulatory reforms, and public engagement. Implementation is coordinated across government levels and evaluated regularly to ensure accountability and adaptive management.
