Strategic Development Plan for the Integrated Dairy Production, Processing, and Marketing.

This Strategic Development Plan, issued by the Dairy Association of China as a sectoral policy document, sets forth a comprehensive roadmap for advancing China’s dairy industry by integrating production, processing, and sales into a cohesive system. It underscores the progress achieved since 2007, such as rapid industrialization, widespread mechanization of milking, digital transformation in processing, and a steady rise in self-sufficiency, with integration reaching 65% by 2024. Despite these gains, the industry still faces obstacles, including incomplete legal and policy frameworks, weak coordination among stakeholders, financing and land use difficulties, disease control pressures, and a lack of product diversity beyond liquid milk. Additionally, consumer demand growth is constrained by limited innovation in consumption scenarios and competition from plant-based alternatives, tea drinks, and other substitutes. Looking ahead, the Plan aims to raise integration coverage to more than 75% by 2030, creating a resilient value-sharing community across the supply chain. Strategies include revising industrial policies, strengthening financial and insurance tools, ensuring land support, and building third-party service systems for testing, certification, and pricing. It promotes digital transformation, smart farming, and moderate-scale, eco-friendly operations, while encouraging product diversification, cultural-tourism synergies, and cross-industry innovation. Moreover, it stresses consumer education, scientific communication, and brand development to enhance public trust and drive broader, more dynamic dairy consumption, thereby lifting the industry’s competitiveness to a new stage.
