Regulation No. 1 on ports.

This Greenland Home Rule regulation establishes comprehensive rules for the use and management of Greenlandic ports. It sets procedures for ship notification, docking, mooring, and anchoring, requiring vessels to report to port authorities before arrival and comply with safety and environmental standards. Specific rules govern the transport, loading, and unloading of dangerous goods, including prior notification, packaging, marking, and adherence to international safety codes. The regulation also addresses waste management, prohibiting dumping and requiring proper disposal, while ensuring ports remain clean and safe. Port authorities have wide powers to allocate berths, enforce movement of vessels, and demand compliance with safety requirements. Beyond operations, the regulation covers ship repairs, the handling of abandoned or wrecked vessels, storage of cargo, parking, and restrictions on activities within port areas, such as fishing, bathing, or the use of open flames, unless specially authorized. Responsibilities are clearly defined: shipowners are liable for damages caused by their crew, while port authorities may be held responsible for harm caused by their personnel’s negligence. Violations may result in fines.
