Crown Estate Act 2025 (2025 CHAPTER 7).

The Crown Estate Act 2025 introduces several amendments to the Crown Estate Act 1961, aiming to modernize and expand the powers and responsibilities of the Crown Estate Commissioners. The Act grants the Commissioners broader powers to facilitate their functions, including borrowing capabilities. Specifically, it allows the Treasury to issue loans or provide financial assistance to the Commissioners, with terms such as interest rates determined by the Treasury and repayments directed to the National Loans Fund. It revises the composition of the Crown Estate Commissioners, increasing their number from eight to twelve and removing the designation of a deputy chairman. It also updates provisions regarding their salaries and expenses, which are now to be paid from the income of the Crown Estate. A new duty is introduced requiring the Commissioners to monitor the impact of their activities on sustainable development within the UK. Additionally, if a partnership with Great British Energy is active during a reporting year, the Commissioners must include details of related activities and outcomes in their annual report. The Act imposes restrictions on the permanent disposal of any part of the territorial seabed or related interests without Treasury consent, rendering any such unauthorized disposals void. It also mandates the appointment of Commissioners with specific advisory responsibilities for England, Wales, and Northern Ireland. These appointments require consultation with the Welsh Ministers and the Executive Office in Northern Ireland, respectively.
