Act no. 11 on planning and land use.

This Act (Landstingsforordning) establishes the legal framework for national and municipal spatial planning and land use. Its purpose is to ensure socially, economically, and environmentally responsible use of land, with protection of nature, balanced development, and public participation. The Landsstyret (government) is responsible for overall national planning, creating a digital geographic information system, coordinating sectoral and municipal plans, and issuing binding planning directives. Municipalities must prepare and maintain binding municipal plans that guide land allocation, construction, and development, subject to public consultation and state oversight. The law regulates temporary legal effects of draft plans, procedures for plan adoption, dispensations, expropriation powers, oversight, enforcement mechanisms, and a plan-and-land-use complaints board.
