This Recommendation mandates that Contracting Party and Cooperating non‐Contracting Party, Entity, or Fishing Entity (CPCs) prohibit retaining, transshipping, landing, or storing any part of mobulid rays caught in ICCAT fisheries, requiring prompt, unharmed release of these species where practicable. CPCs must record mobulid ray discards and releases through observer programs and report data to ICCAT. Research is encouraged to identify critical habitats and inform protective management measures, such as time-area closures. The Commission and CPCs shall engage in cooperative capacity-building efforts, including coordination with other international bodies. Unintentionally caught, frozen mobulid rays on purse seine vessels must be surrendered to authorities and may only be donated for domestic consumption, not sold. Exceptions apply to vessels operating outside mobulid rays’ primary geographic range. In 2024, the Standing Committee on Research and Statistics (SCRS) will assess mobulid rays’ conservation status, potentially recommending precautionary measures or research priorities based on vulnerability and data gaps. Annex 1 provides for best handling practices for the safe release of mobulid rays.
